I think they mean, "Without fail, we fail, and He doesn't." I think we were supposed to connect the first verb to the first noun. At least, I hope that's what we were supposed to do. Otherwise, this sign is even crummier.
Of course, letting everyone know they're a failure as they drive by is great for lifting the human spirit.

I would have just assumed I was overhearing the second part of a conversation it was having with another sign.
